I have had several brands and types over the years. My current pair and my favourite for really wet weather are the thick neoprene PRO Tarmac NPU+. i haven’t had any booties that successfully keep the water out but these ones are so thick that they at least keep the water in your shoes nice and warm 🙂

if it’s over 7 degrees i just stick with toe covers.
